MTG: I am new and want to make a good deck?

I want a red/black deck with phyrexian mana and lots of life-gaining cards. I only have the Scars of Mirrodin "deadspread" and "relic breaker" decks. I got them for Easter. I like poison and -1/-1 counters and the ability proliferate. I currently have $16, but that can change quickly. Please help me! I want to know what packs, decks, or singles to buy and the prices for them. Thank you and have a nice day!
